PISCON Privacy Notice

Effective Date: 30 August 2026

1. Introduction

Pinnex Institutional Strengthening Consulting (“PISCON,” “we,” “our,” or “us”) respects your privacy and is committed to handling personal information responsibly, confidentially, and securely.

This Privacy Notice explains how we collect, use, store, disclose, and protect information received through our website, inquiry forms, consultations, organizational assessments, professional engagements, events, and related communications.

This Notice is intended to support compliance with Liberia's Data Protection Act, signed into law in August 2026; the constitutional right to privacy protected by Article 16 of the Constitution of the Republic of Liberia; the ECOWAS Supplementary Act A/SA.1/01/10 on Personal Data Protection; and other applicable Liberian legal and regulatory requirements. Where an applicable law or regulation imposes a stricter requirement, that requirement will govern.

By using this website or submitting information to PISCON, you acknowledge the practices described in this Notice.

2. Information We May Collect

Depending on how you interact with PISCON, we may collect:

  • Your name, job title, and organization;
  • Your email address, telephone number, or WhatsApp number;
  • Your country or location;
  • The nature of your inquiry or service requirements;
  • Your preferred contact method, meeting format, date, or time;
  • Information about your organization, including its size, type, priorities, and challenges;
  • Payment, billing, and transaction information when you purchase a service;
  • Correspondence and records of our communications with you;
  • Information submitted during consultations, assessments, training, or other professional engagements; and
  • Basic technical information, such as browser type, device type, website activity, and IP address, where collected automatically.

Please provide only information relevant to your inquiry. Sensitive, confidential, financial, employee, or organizational records should not be submitted through the general website form unless PISCON has specifically requested them through an approved secure process.

3. How We Use Your Information

PISCON may use your information to:

  • Receive, review, and respond to inquiries;
  • Determine the most appropriate service or next step;
  • Schedule consultations and organizational health checks;
  • Prepare proposals, quotations, invoices, contracts, and engagement plans;
  • Deliver consulting, training, assessment, and advisory services;
  • Communicate with clients and prospective clients;
  • Administer payments and maintain business records;
  • Improve our website, services, and client experience;

  • Send PISCON news, invitations, or professional resources where you have consented or where otherwise permitted by law.

We will not use personal information for a materially different purpose without appropriate notice or consent where required.

4. Lawful Basis and Data-Protection Principles

We process personal information where you have voluntarily provided it or consented; processing is necessary to respond to your request, prepare for or perform a contract, comply with a legal obligation, protect legitimate interests that do not unfairly override your rights, or establish, exercise, or defend legal rights.

Consistent with Liberia's Data Protection Act and applicable ECOWAS principles, PISCON seeks to process personal information lawfully, fairly, and transparently; collect it for specified purposes; limit collection to what is relevant and necessary; keep it accurate; retain it only as long as reasonably required; and protect it using appropriate safeguards.

You may withdraw consent at any time. Withdrawal will not invalidate processing lawfully undertaken before withdrawal and may not affect processing supported by another lawful basis.

5. General Inquiries

Submitting a General Inquiry is free of charge. Information submitted through the General Inquiry form will be used to understand your needs, contact you, and recommend an appropriate next step.

Submitting an inquiry does not create a consultant-client relationship or obligate either party to proceed with an engagement.

6. Confidentiality

PISCON treats information submitted by prospective and existing clients with professional discretion. Access is limited to persons who reasonably require the information to review an inquiry, administer an engagement, or provide an agreed service.

Formal confidentiality obligations for an assignment will be addressed in the applicable proposal, nondisclosure agreement, consultancy agreement, or other written engagement document.

7. Sharing of Information

PISCON does not sell or rent personal information. We may share information only when reasonably necessary with:

  • PISCON employees, consultants, or authorized representatives;
  • Website-hosting, email, communications, scheduling, payment, accounting, or technology service providers;
  • Professional advisers, including lawyers, auditors, and accountants;
  • Partners or subcontractors engaged with the client's knowledge or as permitted by the applicable agreement;
  • Government authorities, regulators, courts, or law-enforcement bodies where disclosure is legally required; or
  • Another entity in connection with a lawful restructuring, merger, acquisition, or transfer of PISCON's business, subject to appropriate safeguards.

Service providers receiving information from PISCON are expected to use it only for the authorized purpose and protect it appropriately.

8. International Processing and Transfers

Some technology or professional service providers used by PISCON may process or store information outside Liberia. Where this occurs, PISCON will take reasonable steps to apply appropriate contractual, organizational, and technical safeguards and to meet applicable requirements under Liberia's Data Protection Act and the ECOWAS personal-data protection framework.

9. Retention of Information

PISCON retains personal information only for as long as reasonably necessary to respond to an inquiry, deliver and administer an engagement, maintain required financial and business records, resolve disputes, enforce agreements, or comply with legal and regulatory requirements.

Information no longer reasonably required will be securely deleted, anonymized, or archived in accordance with applicable requirements and PISCON's record-retention practices.

10. Information Security

PISCON uses reasonable administrative, organizational, and technical safeguards to protect information against unauthorized access, loss, misuse, alteration, or disclosure. However, no website, email service, transmission, or storage system can be guaranteed completely secure.

Visitors should not send passwords, banking credentials, highly sensitive employee records, or confidential organizational documents through the public inquiry form.

11. Your Rights

Subject to Liberia's Data Protection Act and other applicable law, you may ask PISCON to:

  • Confirm whether we hold personal information about you;
  • Provide access to your personal information;
  • Correct inaccurate or incomplete information;
  • Delete information no longer lawfully required;
  • Restrict or object to certain processing;
  • Stop sending marketing communications;
  • Explain how information has been used or shared; or
  • Provide information in an appropriate format where legally required.

We may verify your identity before completing a request. Certain information may be retained where necessary to comply with legal obligations, protect legitimate interests, or establish or defend legal claims.

12. Marketing Communications

PISCON will send promotional emails, newsletters, event invitations, or similar communications only where permitted by law or with appropriate consent. You may unsubscribe at any time by following the instructions in the communication or contacting us. Administrative messages relating to an inquiry, payment, contract, or active engagement are not marketing communications.

13. Cookies and Website Analytics

The website may use essential cookies or similar technologies necessary for security, functionality, and performance. If PISCON introduces non-essential analytics, advertising, or tracking technologies, visitors will receive appropriate notice and choices where required. You may control cookies through your browser settings, although disabling certain cookies may affect website functionality.
